China’s water pricing reforms for irrigation: effectiveness and impact AgEcon
Liao, Yongsong; Gao, Zhanyi; Bao, Ziyun; Huang, Qingwen; Feng, Guangzhi; Xu, Di; Cai, Jiabin; Han, Huijing; Wu, Weifeng.
Irrigation occupies a central position in China’s crop production. However, due to low per capita water resources, much worse, unevenly distributed over regions and time and the rapid increase of water diversions to non-irrigation sectors, irrigation water shortages have become a very serious problem. Without the adoption of effective measures this problem may even threaten China’s food security. Currently, irrigation efficiency is very low in general, irrigation water prices cannot fully recover water supply costs, and irrigation facilities are aging due to the lack of funding for O&M (operation & maintenance). Since water prices are regulated by the government, and not determined by the market, water prices did not work effectively in water...

Design, implementation and tuning of an irrigation canal system SCADA CIGR Journal
Rijo, Manuel.
Abstract: The paper presents the design, implementation and field tuning of the SCADA system of a Portuguese irrigation canal network upstream controlled with AMIL radial gates and equipped with other Neyrpic devices. In addition of the irrigation district and its hydraulic main system, the paper also presents SCADA architecture, including two synoptics, and their remote terminal units (monitoring and control and monitoring units). The SCADA manual controllers – direct, gate position and gate flow controllers - are defined for the main canals and main distributors intakes, in order to permit a pre-defined flow value or a daily flow schedule achievement. SCADA also monitors outflows from the main canals and main distributors - the most important canal top...

Institutional perspectives of land reclamation operations in Punjab: A case study of the Lower Chenab Canal (East) Circle Area AgEcon
Bandaragoda, Don Jayatissa; Rehman, Saeed ur.
The Directorate of Land Reclamation (DLR), which was set up in 1945, is a special unit of Punjab's Irrigation and Power Department for undertaking research and field operations to combat the problem of salinity. Approaching the end of five decades of existence, the directorate is yet to demonstrate its effectiveness in its assigned task; its inability to fully cope with the conditions of a fast changing irrigation environment makes this rather an illusive goal. In the selection of lands for reclamation, the Directorate is heavily dependent on the visual salinity survey (Thur Girdawari) carried out every year by the Irrigation Department's field staff. This visual survey appears to be a quick and cost-effective method of assessing surface salinity, but...

Poverty dimensions of irrigation management transfer in large-scale canal irrigation in Andhra Pradesh and Gujarat, India AgEcon
van Koppen, Barbara; Parthasarathy, R.; Safiliou, Constantina.
A growing body of evidence on the impacts of irrigation management transfer (IMT) shows that IMT risks aggravating rural poverty. For governments that aim to continue irrigation management while ensuring that it contributes to poverty alleviation, a "pro-poor" mode of IMT needs to be designed and implemented. That is, a mode of IMT that benefits poor farmers while benefiting non-poor farmers equally, or perhaps to a lesser degree. The present research explores the scope for pro-poor modes of IMT in canal irrigation, focusing on large-scale canal irrigation schemes in India.

The lower Krishna Basin trajectory: relationships between basin development and downstream environmental degradation AgEcon
Venot, Jean-Philippe; Sharma, Bharat R.; Rao, Kamineni V.G.K..
Basin water development and rural dynamics in the Krishna Basin have led to a degradation of downstream ecosystems manifesting itself by salinizing soil and groundwater, increasing pollution, disappearing mangroves and desiccating wetlands. Reversing this evolution requires the formal recognition of the environment as a water user in its own right and the implementation of an environmental water provision. This provision should be based on a two-tier allocation system with assured discharges in the irrigation canals of the delta and to the ocean. This will lead to further commitment of water resources but this is needed to reconcile the social, economic and environmental objectives of a sustainable development. Other measures facilitating integrated...
